In most experience design work, I seek the space to generate ideas then rapidly move to narrowing in on where we start so we can quickly test and learn. The key is in how you engage everyone in generating those ideas with shared ownership and bringing them on a journey to where and how to start delivering value and creating products customers value. We communicate the process bringing the organization along, this way, everyone has a higher chance of success to continue to build advocates.
